6 month contract
£650 - £700 per day
Hybrid working - 2/3 days a week in the London office
About the client
Morgan Law are seeking an interim Head of Revenues and Benefits for a Local Authority in the London area.
Accountabilities
Lead the development and delivery of long-term service strategies aligned to
the council's corporate plan and wider local, regional, and national priorities.
Provide expert advice to Directors, Elected Members, and Committees,
ensuring decisions are informed, evidence-based, and compliant with
legislation.
Identify emerging trends, risks, and opportunities, translating them into
actionable plans that strengthen service resilience and performance.
Oversee day-to-day service delivery, ensuring statutory obligations are met
and services are delivered safely, efficiently, and to a high standard.
Manage budgets, resources, and commissioning arrangements, ensuring
financial sustainability and robust governance.
Lead service transformation, digital innovation, and process redesign to
improve customer experience and operational efficiency
Prepare and present reports, business cases, and performance updates to
senior leadership and elected members
Candidate Requirements
Demonstrable leadership experience within a Revenues and Benefits environment.
Strong knowledge and understanding of local government statutory frameworks, governance arrangements, and democratic decision-making processes.
Excellent financial and resource management skills, with a proven track record of delivering efficiencies, driving value for money, and optimising service performance.
Outstanding stakeholder management and influencing skills, with the ability to build effective relationships and engage confidently at all levels, including elected Members.
A proven track record of leading organisational transformation, driving service improvement, and embedding positive cultural change.
A strong commitment to equality, diversity, safeguarding, and delivering high-quality, resident-focused outcomes.
Extensive technical knowledge of Revenues and Benefits legislation, together with a comprehensive understanding of emerging government policy, strategy, and developments within the sector.
